Paperless administration from 1 Oct 2025: electronic document flows in the digital office

From 1 October 2025, people doing 25 essential administrative procedures no longer print paper files or queue: administrative service centers stopped accepting paper for these services. It is the state's real "paperless" step, under Resolution 316/NQ-CP.

For agencies and organizations, this is not only about citizens. When intake is digital, internal document flows must be too — otherwise paper simply moves from the front desk into the back office.

What paperless administration means

  • 25 essential public services are submitted online via VNeID or the National Public Service Portal (dichvucong.gov.vn).
  • People fill in details, submit files and fees online, and track status directly.
  • Service centers stop accepting paper for these services.

  • Receive electronic files and move them straight into internal processing, without printing.
  • Route and approve electronically, signing digitally instead of by hand and stamp.
  • Archive electronically with legal validity and fast lookup.
